DIAMETER_END_TO_END Variable Plugin

Plugin will allow for generating diameter end-to-end ID. On initialization value is an unsigned 32-bit integer with the high order 12 bits containing low order 12 bits of current time. Low order 20 bits are set to random. Each time variable is read, value increases by 1.
